This build is intended as an off-meta build for Stamina Sorcerers, focusing (almost) exclusively on shock/wind damage theme. It does perform surprisingly well, and will not be affected by the Relequen fix coming next patch that will prevent it from proc'ing Selene and Ravager sets.

Shock Damage Glyph

You have 2 chance to proc Storm Master at the beginning of your frontbar rotation. And it last 20 sec. This will allow a very good uptime.
Why a shock damage glyph instead of the usual poison glyph? Because it looks cooler on the character for roleplay purposes, and it adds a chance to proc the sorcerer implosion passive. You can of course go with a poison glyph if you want to stay closer to the meta.
I do favor a Greatsword as my melee for the flat % increase in damage, but a Battleaxe is an acceptable alternative for the bleed effect. Just avoid Mauls, underperforming in PvE.
It doesn't matter if your heavy piece is the helmet or the shoulder piece. They both have the exact same armor value. Only the enchant is stronger on the head.
If you struggle getting enough transmute crystals for all your gear, do the jewelry at last. Robust still performs very good.
Don't think Relequen is the one and only best set for every situation, you have to land a light or heavy attack at least every 5 sec to maintain the stacks. This might not be possible in some fight requiring a lot of dodge/block/positioning and trash fights. That's why I still have a full set of Automaton gear ready to replace Relequen, depending on the situation. And if you don't own Summerset, Automaton is the way to go.
If you can't reach at least 17k HP with all your gear equipped, all your CP spent, and your food-buff active, you should use a Max Health glyph on your chest piece. Sometime it is better to favor survivability rather than pure damage. A dead DPS is zero DPS.
Concerning what gear to use into which slot, it really depends on what you can loot first. However, purple jewelry will be much easier to get in Storm Master set, because you can farm it from a dungeon, not a trial.
For the weapons :
- You have a vMA/Master bow, then you need to get a Storm Master greatsword ; or
- You don't have a vMA/Master bow, then it's doesn't matter which set are both melee and bow (but needs to be the same) ; or
- Last option would be to use an Agility bow and a Storm Master greatsword until you can get a vMA/Master bow, but I would only recommand the Agility bow as a temporary placeholder.

25k+ DPS with purple gear and non-optimal traits and non-optimal player. Please keep in mind that this score could be much higher if I wasn't so bad at light attack weaving. No Maelstrom/Master bow used.
You can use Ballista instead of Greater Storm Atronach if playing solo, or if you want more burst damage.

Evolutions, Improvements, Variations
As you progress through the game and get more gold and better performance, you can consider the following.
A Maelstrom bow (or Master bow, in a lesser extend) will of course be a big boost to your damage output. In that case make sur you have it Infused, and use a Storm Master greatsword, to keep the 5 pieces bonus from Relequen active on your bow bar as well.
If you don't have a Maestrom bow, you can use a Storm Master bow, or an Agility bow.
For overland, normal dungeons and other easier content, I usually swap both Rearming Trap skill with Critical Surge on the bow bar, and Camouflaged Hunter on the front bar. This will grant me Major Brutality, Major Savagery and self healing, and allow me to use standard dropped stamina potions wich are much cheaper to use.
